The Mission of the McClave District

The mission of the McClave School District is dedicated to fostering the individual student’s intellectual and emotional needs by developing self-esteem and self-awareness in a welcoming environment that is safe and secure.  Students will develop a love of learning, the mastery of basic skills, and the ability to solve problems in a more global nation, while exploring new and challenging curricula.  McClave Schools will provide opportunities for students to achieve their highest potential in reaching challenging goals

or accomplishing achievements in their quest for happiness.

 

Some Basic Facts

The McClave School District was on a four day per week calendar of 149 days in 2006-07.  Students attended from 8:00 a.m. until 4:05 p.m. in the junior high and high school and from 8:00 a.m. until 4:00 p.m. in the elementary school.   During a typical week students attended school Monday through Thursday and were provided several activities after school hours and on Fridays.  The school operated in a traditional fashion by departmentalizing curriculum and changing offerings closely on the hour.

 

Description of the McClave School District

The McClave School District is located in southeastern Colorado.  It comprises an area of about 650 square miles and is an agricultural area dedicated to production agriculture.  The assessed value of the District in 2006 was $12,607,938  with a mill levy against local property of 18.915 mills.  A hold harmless mill at 9.976 was also assessed.

 

Demographics

The McClave School District had a student population of 282 students in pre-school/day care through twelfth grades. 115 of the 247 K – 12 students or 46% were from out of district. McClave students were provided with transportation within district boundaries.

Racial and Gender Breakdown of the District’s Students

The McClave School District’s K-12 student population was comprised of a 28% Hispanic portion, and the remainder being classified as white.  The gender break down was 153 males (54%) and 139 females (46 %).

 

The McClave School Staff

The McClave School District’s teaching and support staff included 6 elementary teachers, 13 junior high and high school teachers, 1 special education teacher, and  1 Title I teacher.  The teaching staff was also made up of 2.5 fulltime aides.  The McClave Pre School was staffed by 1 director, 1 assistant director, and 2 aides.

The McClave School District relied on the Southeastern BOCES for other services.

 

The Pre-School

In 2007 McClave operated a district pre-school.  Children attended classes in a separate building with a privacy fenced play area and large sunshade.  Parents had the option for after-school care for any child enrolled as well.

 

The Elementary School

The McClave Elementary School housed grades K-6 in the same facility. The staff in 2006 worked closely to incorporate sound practices across the curriculum.  All grade levels had one teacher, but in many cases subject matter was shared and students were swapped between teachers in order to utilize the areas of expertise in the McClave staff.

Art, music, and physical education were offered to all grade levels in addition to the standard curricular areas of reading, writing, spelling, phonics, math, science, and social studies. 

 

The Junior High and High School

Both the junior high and high school were housed in the same facility.  Teachers were shared between all grade levels in grades 6 through 12.  McClave also incorporated a traditional schedule where students met with the same order of classes everyday.  Students were offered eight classes every day. The schedule for the junior high and high school is on the next page of this report.  Course offering information as well as teachers per subject information can be gleaned from this matrix.

 

Co-Curricular and Extra-Curricular Organizations and Events

In 2006-07, the District believed strongly in providing multiple activities to allow children to grow and learn.  Clubs and organizations included National Honor Society, The National FFA Organization, Future Business Leaders of America, Family Career Community Leaders of America, Knowledge Bowl, Gifted and Talented, National Academic League, Honor and Pep Band, and Student Council. 

 

Athletic opportunities were also provided with the McClave District belonging to the Colorado High School Activities Association.  Football, volleyball, basketball, and track

were offered to grades 6-12 on an interscholastic level.  Baseball was offered to high school students.

 

Community events were organized around the offerings of the District.  The School was a center for the community and helped drive other activities.  Booster Club, school reunions, school barbecues, dinners, dances, shows, displays, health fairs, plays, charitable events, and banquets kept the community active and involved in school life.

 

Attendance Rate for 2006-07

The attendance rate for students for school year 2006-07 was 97%.  This is based on full day absences with no partial absences figured in. Attendance by parents in the high school at parent/teacher conferences was 61%.  In the elementary school parent/teacher conference attendance remained high at 95%.

 

Suspensions and Expulsions for 2007

There were 12 out-of-school suspensions in during the 2006-2007 school year.    There were no expulsions in 2005-06.  All suspensions were results of behavior related issues. 

 

Graduation Rate for 2007

For this particular class the graduation rate was 100%. 

 

Technology Strides in 2007

Most of the computers in the McClave School were connected to the Internet through the Arkansas Valley Network Association.  A high speed fiber optics cable provide the school with nearly instantaneous information.  The Arkansas Valley Network Association (AVNA) provided up-to-date filtering that acted as a security stop gap for filtering protection.  A part-time district technology coordinator was maintained on the staff.  The Arkansas Valley Network Association (AVNA) maintained the internet security software.  Wireless capability continued on 75% of the school computers.  The SuccessMaker lab for pre through 9th grade provided for extra assessment in the areas of math, reading, and language arts.  The SuccessMaker lab was upgraded in all areas and Algebra I was added.  20 new computers were added to the SuccessMaker lab as well. 

 

The McClave School District also purchased a digital distance learning system in 2007 to offer take Spanish 1 and to offer to other districts College English, and the History of Western Civilization.  On the analog system the District continued to receive Sociology and Spanish II.

 

School District Strategies to Improve Achievement

In addition to proven classroom techniques the McClave District has tried several strategies with some success at improving achievement.  Several important factors influenced achievement in the McClave School District in 2007.  The Successmaker Lab continued to be an integral part of the daily curriculum for grades K-8.  SuccessMaker is an innovative, balanced educational program that incorporates curriculum, management, and assessment into a powerful results-driven learning system.  NWEA was purchased in 2006 as an assessment system for grades 2-11.  Students are now being tested in reading, math, language arts, and concept development (science).  McClave Schools also kept the Library open until 5:00 p.m. in the evenings and on Friday mornings.  Extended time allowed students access to information after-school hours in an attempt to help with homework difficulties and to encourage better reading habits.

 

 

Curriculum and Instruction

The McClave School District has adopted the scope and sequences for most subjects and grades including content standards that relate to reading, writing, geography, history, science, mathematics, art, physical education, foreign language and music.  The teaching staff at McClave has worked hard developing units of instruction that include benchmarks and assessments that correlate with the Colorado State Standards. Best practices will continue to drive instruction in the McClave School District, and evaluation of District practices will be based upon those standards and the testing that surrounds them.

 

Assurances

The McClave School District  participates in all testing required by the State of Colorado.  The McClave School District has been working diligently on preparing its teachers to adjust practice to maximize student learning in accordance with the wishes of the State of Colorado and it will continue to do so.

 

The McClave School District follows all rules related to financial policies and reporting.  Most policies adopted by the McClave School District will be reviewed by the Colorado Association of School Boards policy review team to assure the legality and competency of any decisions made by the McClave Board of Education in regard to Colorado State Statutes and State Board Rules and Regulations.

Teachers will use and be evaluated on classroom practices based on data driven instruction and individual student growth.  The District will provide a testing service such as NWEA to test all children in grades pre through 11th every year. Individual students tested will show growth every year as proven by the District test. 

 

McClave will administer the Colorado CSAP tests as scheduled.

 

Individual Learning Plans will be developed for all students in jeopardy of being found not proficient or partially proficient in all grades.  Dibels will be used to determine struggling readers throughout the Elementary School.

 

ACT scores and their relationship to the school program will be evaluated throughout the first accreditation period by the accreditation team as outlined later in this contract and the team’s findings will be published locally. 

 

The District will continue to offer distance learning classes and study the relationship to specialized and on line instruction over traditional classroom methods. The District will also develop kindergarten and 1st grade local level testing as well as comprehensive screening and identification procedures to be used in the pre-school and kindergarten through third grades. The accreditation team will publish their findings locally.

 

Services Offered to Special Populations and Student Remediation

The McClave School District has implemented a Gifted and Talented Program district wide.  The District will continue to upgrade and expand the program.  The benefits of the program have provided us with Knowledge Bowl in Jr. High and High School, numerous field trips, and current resources for our Gifted and Talented students.  The District will use the grade-level testing over the next two years to provide evaluation of the program.

Individual tutoring will be used to address some individual student needs such as a below proficient score on the 3rd Grade Reading Test.

 

The McClave School District will continue to offer Special Education Classes and Title I programs in compliance with Federal and State guidelines.  All Pre-12 students in the McClave School District had a data file in place.  The plan allowed special emphasis on identification of student shortcomings and allow proactive measures such as individual tutoring, 504 plans, special education, or gifted and talented programs to be initiated. 

 

McClave School District Graduation Requirements

All credits are high school credits based on Carnegie Units.

To graduate, all students must have met the following requirements:

3 credits of language arts

1 credit of American history plus 1 other social science

5 credits in math or science that must include either algebra or geometry

1 credit in physical education, music or art

26 total credits with 3 credits each from two of the following areas: social science, agriculture, business, consumer and family studies, math, or science.

 

Safe Schools and Community Involvement

The McClave Schools are all located on one campus.  As noted earlier in the contract, the School is the center for community life.  Family involvement and healthy lifestyles will be nourished as in the past, and an involved and informed population will be the result of this bond.  As a result of this close-knit atmosphere, the elementary, junior high and high school in the McClave School District will remain a safe and drug free campus.  The District will strive to educate its students about respect for themselves and others while keeping a close relationship with the community that allows such a situation to exist.  Bullying and harassing was responded to in a timely and professional manner. All codes of conduct and safe school policies were in place and followed. The District will continue to publish all informative year-end reports and contracts. The District will distribute the monthly newsletter mailed to all U.S. Post Office addresses and boxes within the District.  The District will survey and meet with its members on issues important to the business of education.

 

District Review of Schools and Local Accreditation of those Schools

The schools recognized in the local district review process by the District Accreditation Team will be the McClave Elementary School, the McClave Junior High School, and the McClave High School. The District Accreditation Team will serve as each school’s assessment team.  The District Accreditation Team will be comprised of all of the

McClave Accountability Committee plus one parent and one teacher from the elementary, junior high and high school and will serve as the assessment team.  The team will meet during both parent teacher conference days and analyze each schools results and progress.  The team will generate a report on each of the schools and submit that report to the McClave Board of Education with recommendations for actions.  The team developed a comprehensive assessment rubric for the district during the 2003-2004 school year for each school based on the goals stated in this contract.  The McClave School Board will award local accreditation status to each school based on that report and in turn report all findings to the Colorado Department of Education for further review and action.  The McClave Accreditation Team will recommend one of the following levels of accreditation for each of the schools, elementary, junior high or high school based on the team-developed rubric.

·        The school is advanced – that school will be recognized as advanced and exemplary in the community.

·        The school is proficient – that school will be recognized as such in the community.

·        The school is partially proficient – a written improvement plan will be submitted by the staff of any school in this category to the superintendent with specific goals and timelines for implementation.  The school will be evaluated semi-annually thereafter until the school is determined to be proficient.  If a school is found only partially proficient for more than one year it may be subject to unsatisfactory status.

·        The school is unsatisfactory- that school will be put on probation and the Board of Education with guidance from the superintendent and the McClave Accreditation Team will develop an improvement plan for that school.  This school will receive priority for district resources and be subject to substantial change.  

Teachers in schools found to be unsatisfactory will have their educational benefits specifically assigned to further the goals of the McClave School District.

 

The Accreditation Team’s Findings for the 2007

The District Accreditation Team met on November 13, 2007 and decided the following accreditation level for each of the McClave Schools:

Because 69% of our elementary students were at or above proficient in reading on the CSAP Tests as compared to 69% for the State;  29% of our elementary students were at above proficient in science compared with 42% of the State; 53% of our elementary students were at or above proficient in writing on the CSAP Tests as compared to 55% for the State; and 73% of our elementary students were at or above proficient in math on the CSAP Tests as compared to 66% for the State, the committee rated the elementary school as Proficient.

 

Because 65% of our jr. high students were at or above proficient in reading on the CSAP Tests as compared to 64% for the State;  38% of our junior high students were proficient in science compared with 52% of the State; 49% of our jr. high students were at or above proficient in writing on the CSAP Tests as compared to 56% for the State; and 56% of our jr. high students were at or above proficient in math on the CSAP Tests as compared to 58% for the State,  the committee rated the jr. high school as Proficient.

 

Because 74% of our high school students were at or above proficient in reading on the CSAP Tests as compared to 67% for the State; 52% of our high school was proficient in science compared with 48% of the State; 51% of our high school students were at or above proficient in writing on the CSAP Tests as compared to 50% for the State; and 64% of our high school students were at or above proficient in math on the CSAP Tests as compared to 33% for the State, the committee rated the high school as Proficient.
